It's about strength of character and how someone who is in a leadership position needs to be the one person you can count on in the crunch.

I have to agree with some of the earlier comments. Pina, you are way too geeked-up over the seven minutes issue. If it even is an issue.
To begin with, the two planes that hit the towers- there's nothing Bush could have done anyway to stop them (from where he was in Florida; if you want to get into the whole who-knew-what scenario, that's for another time).
The plane in Pennsylvania did not strike its target, and had it been shot down the passengers would have still died, so that's irrelevant.
The only issue I can possibly see you raising, and this is a stretch, is that maybe those who were killed in the Pentagon could have been saved. In that, Bush gets up from his chair, "takes action" as it were, and the plane that hit the Pentagon ends up being shot down instead of hitting the Pentagon. The passengers would have still been killed, of course, but maybe in that scenario those in the Pentagon are saved (assuming, of course, that the plane is not shot down over a residential area in which others on the ground are killed).
Other than that scenario, which is pure conjecture, I think you're making way too much of the seven minutes.
